The Site

The site comprises just over 28 hectares of land at Slade Lane.

 

This includes existing hedgerows, trees and a bridleway running through the middle of the site.

 

It sits immediately to the north of Haverfordwest and links to two housing sites owned by Pobl, one of which is currently under construction (Phase One, with 115 homes) and another is currently subject to planning (Phase Two, with 103 planned homes).

Location

The site is within a 10-minute walk from Haverfordwest town centre, making it well connected to shops and services.

 

It is also close to Withybush Hospital and existing schools, placing it within easy reach of important local facilities.

Development history

The land at Slade Lane has been identified as suitable for development for more than 20 years. An earlier scheme, approved in 2012, proposed a large housing development and supermarket with access from the then-to-be constructed Thomas Parry Way. However, this scheme was not progressed and the planning permission is no longer in place. 


The following year, in 2013, Pembrokeshire County Council adopted its current Local Development Plan, which formally allocated Slade Lane as a strategic housing site. 


In 2023, Welsh Government purchased the remaining land from Conygar to ensure that a coordinated scheme could be brought forward, complementing the two Pobl developments, already in construction and planning stages.

Why the site is needed

Slade Lane is identified in Pembrokeshire County Council’s Local Development Plan as a strategic site for new housing and community facilities.

 

Haverfordwest is an important hub for the wider region, but there is a shortage of high-quality, sustainable homes to meet local needs.


The development at Slade Lane will help address this by providing a mix of homes, including affordable housing and opportunities for self-build homes, alongside a new primary school which will include a nursery.

 

By allocating this land, the Council has recognised the important role the site can play in meeting Pembrokeshire’s housing needs, while also supporting the town’s long-term growth and regeneration ambitions.

What’s Proposed: Overview of the draft Masterplan

The draft Masterplan for Slade Lane sets out how the site could be developed into a new neighbourhood that provides much-needed homes, community facilities and green spaces, all connected by walking and cycling routes.

 

Plans have been shaped by numerous technical studies and early discussions with Pembrokeshire County Council, to make sure it reflects local priorities, retains as many of the existing trees and hedgerows as possible, as well as introducing new environmental proposals and features.

Homes: Up to 600 new homes are proposed, with a significant number of affordable homes, subject to viability. The plan also includes potential opportunities for Self Build Wales plots, land set aside for small and medium sized home builders and community-led housing, creating a mix of tenures and options for local people.

Local centre: A local centre could provide space for a convenience shop, café and a community building. It may also include room for a medical facility to support residents. The proposed local centre would serve the local community and not compete with the town centre of Haverfordwest.

School: A 2.2-hectare site is being set aside for a new primary school with nursery.

Green and play spaces: A network of public open spaces is planned, including play areas, play trails, new planting and wildlife corridors. These spaces will be linked by walking and cycling routes that connect into Haverfordwest, while the existing Slade Lane bridleway will also be retained.
